Child and adult car safety within Pakistan is a???

Ask yourself if your car is safe enough to have a child on board. 

Do have proper and high-quality car seat place in the rear seat to accommodate child below 12 years of age.

In Pakistan laws for safe driving are in place but very little or meager compliance and implementation. This can be observed on the streets.

This is very important topic regarding car safety for both the children and adult. We all need to focus on how to safely and protect precious life from the injury and death due to an accident.  In Pakistan, it is taken very lightly and casually by both the public and traffic police in terms of traffic law/rules follow up and implementation.

In children, the leading cause of death and injury are due to smash of vehicle and accident as reported by American Automobile Association (AAA). Children confine to seatbelt or they are placed within car seat in the back seats, this has helped in reducing injury risk by 70% to 82%. Placing a child in the car seat at rear seat has ultimately reduced the risk of death in children by 28% as compared to children with only seat belt tide up.

Excellent quality car seat or booster seats meeting the standard will reduce the risk of severe injury by nearly 45% in the children among the age group of 4-8 years.

It is essential and to be made compulsory by law, all person in the vehicle they need to wear the seat belt and the child below the age of 12 years need to be in proper car child seat at the rear seat. This can prevent both the children and adults from injury in case of sudden stop or be applying the emergency brake or if the car crash.   The seat belt or child car seat need to be properly placed. It is tied up and they met the strongest part of the body.  In case of accident or smashing the body spread the force or impact to the larger areas, this help in slow down the impact and it will protect the essential part of the body that is spinal cord and the brain.

Guideline and important advice for placing child car seat in the vehicle. AAA communicated in every detail and they ask a question to the parents.

When we are installing car seat we need to ensure and read the car seat installing instructions within the car. Secondly also read vehicle owner manual especially regarding instruction of car seat installation. After installation either by you or expert please check thoroughly it is properly fixed and securely in place in the back seat.

We need to ensure to have the best car seat for baby, this should have the following properties:

  • The child fits in comfortability
  • Fits within the back seat of the vehicle
  • Ensure on every trip the baby car seat is correctly placed.

This has been observed and research work in the USA communicated that seat belt and baby car seat both have proven evidence of the effective device, these have prevented serious injuries and reduce the rate of death in vehicle crashes. Within the USA and in its 52 states law for it has been placed. Despite proper safety law regarding use of child car seat still, gaps and inconsistency exist.   AAA insists that still it is needed to full fill the gap and properly educate the public in this regard. This is future, will further ensure in preventing child and passenger injuries and death.

Below is the AAA chart which depicts very clearly need and guidelines for the baby car seat.

USE THE APPROPRIATE SAFETY SEAT IN CAR FOR CHILDREN

REAR FACING SEAT. It is from birth until the age of 2, or until your child reaches the upper weight limit of their rear-facing convertible seat, which will around be 35 pounds or 16 kg.

FORWARD FACING SEATS once your child reaches the upper limit weight or height limit of their rear-facing convertible seat. It is safer to keep your child in a forward-facing seat with a harness until they reach the maximum weight limit that is 40 – 65 pounds) or height restriction of their seat.

BELT POSITIONING BOOSTER SEATS once a child outgrows the upper weight or height limit of their forward-facing harness. Children should use belt-positioning booster seats until they are at least 4feet 9 inches and are between 8-12 years of age.

LAP& SHOULDER BELTS once the belt fits properly. All children under age 13 should ride in the back seat.

INSTALL THE SAFETY SEAT CORRECTLY. Car seats are most effective when used properly. Make sure you read the installation instruction correctly. There are certified child safety seat technician within USA who can help you in this regard.

Expert advice to have child car seat place in the car as per their growth, age and weight.

They have divided children into four groups till they attain the age of 12 years.

Group Zero. This baby group is from day one to one year. A car seat should be rear facing for children till their weight is in 10 to 13 kg. Normally it is from their date of birth until baby 9 months to one year old.

Group 1. Car seat for the child who is weighing from 10 to 18 kg that means the baby who attains the age of 9 months until the age of 4 years.

Group 2 and 3 which range 15 kg to 36 kg range. Age from 4 years till they attain the age of 12 years. The child needs to have full booster seat along with cushions as per the age.

Group 2 refer to range from 4 to 6 years and having weight range between 16 kg to 25 kg.

Group 3 refer age range from 6-12 years and having weight range between 22 to 36 kg.

 

Recently in the month of March 2018, Karachi police, again stressed on the camera installation and surveillance on leading roads at traffic signals lights for checking traffic rules violation. The message which was publicized by Police Department, they will focus on the people who are using a mobile phone while sitting on the driving seat.  Cameras will take photographs and gentlemen, or gentlewomen will be fined Rupees 4,000 for this violation.  Challan will be sent to the residence of the vehicle owner, in whose name the vehicle is registered.

I looked at it critically It is a good effort but still needs strict compliance, which lacks in terms of implementation. All the traffic laws are in place in the entire country at District level and after violation what is fine and punishment in each clause.

The Express Tribune published a report on 11th March 2014 on Road safety, having the headline

“80% of traffic accidents can be avoided”

The above mention fact was revealed by the Inspector General (IG), National Highways and Motorway Police, Pakistan. He further communicated that 80 percent of the accidents occur due to reckless driving, fatigue, over-speeding, and use of mobile phones while driving. IG also stated that nearly 60 to 70 percent of the accident injuries could be prevented simply by using seat belts or car seat in case of children in the car.

Within Pakistan, we can clearly and very commonly see the traffic rule violation, and to the dangerous level which may result in injury or can be fatal

Current vehicle driving situation/traffic law violation frequently exist in most part of Pakistan. These are few listed below such as

  • Use of mobile phone
  • A child is sitting in the front seat or in the lap of the parent while driving the car.
  • While driving vehicle, mostly they are not wearing the seat belt and no car seat place in the back seat of the car for the child,
  • The driving motorbike without the helmet for self and second passenger and more passenger.
  • Very commonly can be seen on the street, motorbike carrying three to four family members and treating it as the family vehicle. Secondly, it is highly unsafe for all people and even all are without the safety helmet. They also place one of their children on fuel tank in front of driver and child holding driving handle.
  • Traffic signal violation is also commonly observed especially by the motorbike rider who are in hurry. This violation is also observed mostly by the rickshaw, bus and minibus driver.
  • In Karachi another dangerous trend has been commonly observed, the vehicles coming from the wrong side or opposite direction such as the motorbike, rickshaw and the four-wheeler vehicle such as the car, taxi, Minibus and buses. The driver like us needs to be very cautious and vigilant to avoid an accident.
  • Vehicle yearly fitness nearly nonexistent.
  • High carbon emission or black fume emitting from the engine via car silencer which contributes to pollution. These are above the normal range.

Gulf News last year published a detail report on 26th July 2017 with having the headline:

“New child car seat rule to be implemented in UAE.”

After implementation from 1st July, the new regulation which means within six months all car seat sold within UAE must pass crash tests. 

UAE cabinet has approved the laid down specifications and standards for child car seats sold within the UAE.

In real terms UAE authorities want to make sure “all the parents or caretakers must strap their children into quality car seats” that serve the purpose.  The children are firmly safe and secure in the back seat within car seat.

The baby car seats and its belts must be able to bear the impact of an accident. The real priority is to “protect the child at a time when it matters the most,”
